Western Connecticut tops College of Staten Island in women's hoops, 77-56

DANBURY, Conn. ? Western Connecticut State freshman forward Sha?Quira Palmer had 15 points and 14 rebounds as the Colonials defeated the College of Staten Island 77-56 Saturday in women?s basketball.

Western (7-3) used a 52-29 rebounding edge to overwhelm visiting CSI (6-5), taking a 40-27 halftime lead fueled by a 14-0 run to break a 9-9 deadlock.

Carly Murphy scored a game-high 18 points and Jackie Zilnicki added 13 in a winning cause, while freshman guard Lisa Galasso topped the Dolphins with 14 points followed by Nikki Fabozzi with 13 and Megan Myhre with 12.

The Dolphins host defending CUNY Conference champion Baruch Saturday at noon in Willowbrook. ?

AUSTIN, Texas (AP) -- David Ash threw two fourth-quarter touchdown passes, the last a 36-yard strike to Marquise Goodwin with 2:24 left, to give Texas a 31-27 comeback victory over No. 15 Oregon State in the Alamo Bowl on Saturday night.

The Longhorns (9-4) never led before Goodwin scored his second touchdown on a deep post pattern, just a play after Texas converted a fourth-and-1 play to keep its chances alive.

Storm Woods ran for 118 yards and scored two touchdowns for Oregon State (9-4). The Beavers left stunned after looking as though they would wrap up their first 10-win season since 2006.

The victory was a dose of much-needed good news for Texas after coming into the game under a cloud of questions following the suspensions of two players.

Steve Clare: Fans, Families and Banning the 'F-Bomb'

In my previous article, I looked at the possibility that supporter culture may be the next marketing tool for the men charged with growing soccer.

The banners and the singing present something not only organic but relatively rare in North American sport, audience inspired demonstrations of support.

That however brings a problem for administrators still rooted to the core mission of attracting a family audience -- we're vulgar and we're potty-mouthed.

Admittedly so are those who attend other sports but they are generally disbarred from any access to the television microphones placed at pitchside. They chant what they are told to.

Support comes from the fans and has really done so anecdotally since Liverpool fans started singing Beatles' songs on the Kop for no apparent reason.

There have of course been many problems in Europe over the years with far right groups infiltrating Ultras in several countries, sectarian chanting in Scotland and tasteless references to the Munich and Hillsborough tragedies in England.

Compared to some of the stuff I have heard in my lifetime at matches in Glasgow and London, what happens in MLS is miniscule and harmless.

Despite that, there is one chant that really irks the league.

When a visiting goalkeeper takes a goalkick, the fans chant something naughty as he takes his run up. It's known as the YSA chant. I don't know if I can write it out on The Huffington Post so you'll have to use your imaginations or wait until somebody writes it out in full in the comments section.

In truth, the YSA chant is pretty moronic and organized supporters groups have recognized that.

Before joining MLS, the Portland front office asked the Timbers Army for their help in eradicating it. The TA agreed and succeeded.

In a skillfully calibrated statement, a Portland club spokesman described their general attitude to profanity thus:

The Portland Timbers do not condone witless profanity for profanity's sake chants, such as YSA and F*ck Seattle. We have chosen to work with the supporters in a constructive manner to eliminate these types of chants. The Timbers Army does not endorse these chants either and they have been successful over the years in eliminating them.

And yes, the Timbers spokesman put the asterisk in the word 'fuck' in his email. He must think I'm more easily offended than I actually am. He may have forgotten the full range of my compatriot John Spencer's vocabulary which often seemed to be solely composed of that word on a bad day.

The club spokesman would not confirm that they actually endorse witty profanity but the insinuation is that if there's a degree of originality and wit, stewards won't be hauling bodies out of the stadium. It's a nuanced, deft and clever attitude. Dare I say mature?

Even though Portland is in a region of America not prone to taking knee jerk fake offence at profanity or an insufficient kowtowing to political correctness, he was careful not to be seen to be endorsing any position that would give the impression that swearing is permitted.

Let's just say, in language more commonly reserved for marijuana legislation, that it is 'decriminalized' inside Jeld Wen Field unless you are being an idiot about it.

Like driving slightly over the limit on a Texas freeway or being obviously drunk in public within half a mile of a Scottish university.

In Seattle, the fans themselves decide to replace the last word in YSA, with the name of the goalkeeper who was actually taking the goal kick.

Lead capo and respected veteran of the supporter scene in Seattle, Sean McConnell was barely able to suppress his laughter on one occasion when Chicago Fire visited in 2011.

The Fire had a goal kick at the Royal Brougham End where the noisiest fans congregate. Sean Johnson was the visiting goalkeeper.

Judging by the width of his grin, McConnell had clearly worked out that by encouraging fans to dumb it down to "You Suck Johnson," he was keeping to the letter of the law and having a good laugh at the ridiculousness of the whole issue.

One man who saw the joke that day was Kevin Zelko who heads Gorilla FC, a Sounders Supporters Group. His members tend to be a little older on average than many SGs, with many of their active members in the 35-45 age group and board members stretching into their mid 60s.

Even he has no doubt that making the atmosphere child friendly is not the path forward:

I think our league history has shown which model works, looking at how teams are retooling their target fan bases like in Kansas City and Houston with the turnaround there. The old model was soccer moms. The new growing, working model shows build on supporters, and let the supporters build it.

Zelko is right about Kansas City. Their new stadium heralded an opportunity to start again, eschewing previous models of stadium atmosphere.

Sean Dane holds the quirky title of 'Hype Man' of the Cauldron, the main Sporting Kansas City Supporters Group, and has observed it at first hand.

He takes an admirably balance view on these matters:

It's a fine line to walk. Obviously the league has responsibilities to its television and advertising partners. Additionally there is a responsibility to those coming to games that expect a certain level of family friendly-ness. Supporters don't buy every ticket in the stadium, and there has to be some level of respect for those that want to sit and watch the game.


That being said, you cannot pick the parts of supporter culture that you like and use to promote your league while trying to ban the parts that you don't. I personally try not to lead chants with unnecessary foul language. That is not to say I am anti foul language. We killed YSA last year. Not because it says shit or asshole but because it's unoriginal and ineffective.

Personally, I have one last cheeky and irreverent observation on the matter.

If clubs want to eradicate swearing at matches, then why not start with their employees rather than waving a big stick at their customers?

OK, that was kind of a low blow. I'll take a yellow card for dissent and walk away.

White House meeting a last stab at a fiscal deal

(AP) ? Amid partisan bluster, top members of Congress and President Barack Obama were holding out slim hopes for a limited fiscal deal before the new year. But even as congressional leaders prepared to convene at the White House, there were no signs that legislation palatable to both sides was taking shape.

The Friday afternoon meeting among congressional leaders and the president ? their first since Nov. 16 ? stood as a make-or-break moment for negotiations to avoid across-the-board first of the year tax increases and deep spending cuts.

Obama called for the meeting as top lawmakers alternately cast blame on each other while portraying themselves as open to a reasonable last-minute bargain.

Senate Democratic Leader Harry Reid all but conceded that any effort at this late date was a long shot. "I don't know timewise how it can happen now," he said.

For Obama, the 11th-hour scramble represented a test of how he would balance the strength derived from his re-election with his avowed commitment to compromise. Despite early talk of a grand bargain between Obama and House Speaker John Boehner that would reduce deficits by more than $2 trillion, the expectations were now far less ambitious.

Although there were no guarantees of a deal, Republicans and Democrats said privately that any agreement would likely include an extension of middle-class tax cuts with increased rates at upper incomes, an Obama priority that was central to his re-election campaign. The deal would also likely put off the scheduled spending cuts. Such a year-end bill could also include an extension of expiring unemployment benefits, a reprieve for doctors who face a cut in Medicare payments and possibly a short-term measure to prevent dairy prices from soaring, officials said.

To get there, Obama and Reid would have to propose a package that Senate Republican Leader Mitch McConnell would agree not to block with procedural steps that require 60 votes to overcome.

Speaking on the Senate floor Thursday, McConnell cautioned: "Republicans aren't about to write a blank check for anything the Democrats put forward just because we find ourselves at the edge of the cliff."

Nevertheless, he said he told Obama in a phone call late Wednesday that "we're all happy to look at whatever he proposes."

If a deal were to pass the Senate, Boehner would have to agree to take it to the floor in the Republican-controlled House.

Boehner discussed the fiscal cliff with Republican members in a conference call Thursday and advised them that the House would convene Sunday evening. Rep. Tom Cole, R-Okla., an ally of the speaker, said Boehner told the lawmakers that "he didn't really intend to put on the floor something that would pass with all the Democratic votes and few of the Republican votes."

But Cole did not rule out Republican support for some increase in tax rates, noting that Boehner had amassed about 200 Republican votes for a plan last week to raise rates on Americans earning $1 million or more. Boehner ultimately did not put the plan to a House floor vote in the face of opposition from Republican conservatives and a unified Democratic caucus.

"The ultimate question is whether the Republican leaders in the House and Senate are going to push us over the cliff by blocking plans to extend tax cuts for the middle class," White House communications director Dan Pfeiffer said. "Ironically, in order to protect tax breaks for millionaires, they will be responsible for the largest tax increase in history."

Boehner, McConnell, Reid and House Democratic Leader Nancy Pelosi are all scheduled to attend Friday's White House meeting with Obama. Vice President Joe Biden will also participate in the meeting, the White House said.

Despite the urgency to act, the rhetoric Thursday was quarrelsome and personal.

The House of Representatives is "being operated with a dictatorship of the speaker," Reid said on the Senate floor. He attributed Boehner's reluctance to put a version of Senate bill that raised tax rates on incomes above $250,000 for couples to fears he could lose his re-election as speaker next week.

"Harry Reid should talk less and legislate more if he wants to avert the fiscal cliff," countered Brendan Buck, a spokesman for Boehner.

If a deal is not possible, it should become evident at Friday's White House meeting. If that occurs, Obama and the leaders would leave the resolution to the next Congress to address in January.

Such a delay could unnerve the stock market, which performed erratically Thursday amid the developments in Washington. Economists say that if the tax increases are allowed to hit most Americans and if the spending cuts aren't scaled back, the recovering but fragile economy could sustain a traumatizing shock.

But a sentiment is taking hold that despite a black eye to its image, Congress could weather the fiscal cliff without significant economic consequences if it acts decisively next month.

"Going over is likely because at this point both sides probably see a better deal on the other side of the cliff," Jared Bernstein, Biden's former economic adviser, wrote in a blog post Thursday.

By letting current tax cuts expire and rise, Bernstein and others say, Republicans would be voting to lower taxes next month, even if not for all taxpayers. Democrats ? and Obama ? would be in a stronger position to demand that taxpayers above the $250,000 threshold pay higher taxes, instead of the $400,000 threshold that Obama proposed in his latest offer to Boehner.

And the debate over spending cuts, including changes to politically sensitive entitlement programs such as Medicare, would have to start anew.

Toyota's Crisis Management Failures - Business Insider

Toyota just agreed to pay $1.1 billion to settle a class-action lawsuit related to complaints of unintended acceleration. When added to pending litigation and amounts already paid out for recalls, some estimate that the costs could easily top $3.1 billion. How could this happen to a company that created and maintained a quality reputation for so many years?

Some say that Toyota grew too fast, and its quality slid. On the other hand, quality experts say that in spite of Toyota?s rapid growth, quality has remained at better than industry average levels. In fact, Lexus, a Toyota luxury brand, often leads the industry in quality. There is one clear answer. Toyota proved itself inept at crisis management and marketing.

Toyota accelerates the confusion

When complaints of self-acceleration were first reported, Toyota did not know how to handle them. Rather than say that they are investigating the complaints and will issue a complete report at the conclusion of their investigation, Toyota representatives reacted to the complaints in ways that confounded marketing and crisis management experts. They confused everyone by jumping to conclusions and suggesting different causes in rapid succession. First, they attributed the problem to operator error, which is the most frequent cause of self-acceleration problems in automobiles (the issue that nearly triggered demise of Audi in the US market during the mid-1980s).

Then, Toyota suggested the cause of the problem was floor mats that trapped the gas pedal. Some engineers blamed ?sticky? gas pedals. This was followed by the suggestion that faulty electronics caused the unintended acceleration. Instead of reassuring the marketplace, Toyota acted in a way that caused owners to fear for their safety and prospective buyers to look for other makes and models. For example, Jim Lentz, president and chief executive officer of Toyota Motor Sales, USA, went on the Today Show and looked like a ?deer in headlights? in response to Matt Lauer's cross-examination. In a poll taken before Lentz spoke, 37% said they were less likely buy Toyota cars. The negative numbers jumped to 56% after he spoke. The uncertainty created by Toyota representatives triggered a series of costly recalls, lawsuits, and lost business ? causing Toyota and their dealership network to incur further losses from hefty discounts and implementing the recalls.

Were there serious quality issues with Toyota?

All makes and models of automobiles are found to have issues from time to time. The only way that these issues can be put in perspective, however, is to compare them to competitive makes and models. As the media fueled the notion that Toyota automobiles had serious defects, the actual data did not support this notion. A definitive joint study by the National Highway Safety Administration and NASA found no electronic flaws in Toyota vehicles that would cause dangerous self-acceleration issues. In a 2010 post for Business Week, Jeffrey Liker, an expert that has followed Toyota for over 27 years, debunked the issues with the floor mats and sticky gas pedals. For 2012, Toyota topped the Insurance Institute of Highway Safety?s list with 15 models in 2012. The National Highway Traffic Safety Administration gave the 2012 Toyota Camry a 5-star rating. This is not to say that individual vehicles did not have flaws that caused problems. Any electro-mechanical device made by man can malfunction. There seems to be no definitive data that shows that there was a systematic problem with Toyota vehicles.

What should Toyota have done?

When complaints first arose about unintended acceleration, Toyota should have enlisted the very best marketing talent they could find to address the issues while their engineers and outside experts investigated the causes. Until definitive causes were found, their marketing team should have ?publicized? the investigation ? showing that the company was listening to the complaints and in complete control of the situation. As it was, they acted out of control. If the complaints were found to be rumors, they should have implemented the rumor procedure:

  1. Do not publicize the rumor (any more than the media already had).
  2. Promote the opposite of what the rumor said (using qualified marketing executives).
  3. Provide proof to support the notion that Toyota vehicles are amongst the safest on the market (quoting the IIHS and NHTSA data above).

If the complaints were found to be factually correct, the marketing team should have employed the fact procedure, which involves the following steps:

  1. Admit and apologize for the error(s).
  2. Limit the scope (point out the fact that Toyota has more models on the road than any other automobile maker).
  3. Proposed a solution so the defects are unlikely to reoccur, such a new Quality Control Procedure.

Easier said than done

I know what some are thinking. The suggestions above are ?easier said than done? in the moment when Toyota was inundated with negative publicity from just about everywhere. While that may be true, the fact still remains that Toyota did not take the right approach, and as a result, incurred billions of unnecessary costs because of its inept handling of the crisis.

Needs to communicate better

In addition to following the appropriate procedures, Toyota should have created an ad that boldly made the point that there is no better time to buy a Toyota than right now. The ad should back up historic quality and safety claims with (1) sufficient independent credible data and (2) an extended warranty that would ally the fears of Toyota buyers. This would have cost far less than Toyota eventually spent and is likely to have avoided the serious damage to its previously untarnished image.

The one good outcome from Toyota?s mishandling of this crisis is that it forced the company to make the fixes it needed to reclaim the number one spot from General Motors. Hopefully, it also learned that to keep the top spot, making a better car is not enough. The company also has to communicate better.

Lyft carLyft, the local on-demand ride-sharing service operated by the startup Zimride, is apparently not letting recent regulatory hurdles cramp its style too much. Lyft, which launched its service allowing individual car-owners to provide local transportation services to their peers in exchange for a suggested donation in San Francisco this past summer, is now actively recruiting staff in new cities including Seattle and Los Angeles as part of a planned geographic expansion in the new year.

Zuckerberg donates $500 million in stock to charity

It's quite the Christmas gift.?Facebook's CEO Mark Zuckerberg says he is donating nearly $500 million?in company stock to charity in order to promote?education and health initiatives.?

A Facebook spokesperson confirmed to NBC News?the gift of 18 million shares valued at their Tuesday closing price of?$498,780,000. The sum was?first announced by Zuckerberg?via a status update on his Facebook page?on Tuesday. The recipient is the nonprofit Silicon Valley Community Foundation, which helps donors manage and identify charitable funds that are in line with their philanthropic passions.?

This gift is Zuckerberg's biggest ever. Before Facebook went public in 2010, he gave $100 million in company stock to Newark, N.J.,?public school districts. That same year, he signed The Giving Pledge, an effort led by Microsoft founder Bill Gates and investor Warren Buffett, where the world's wealthiest individuals?commit?to giving away most of their fortunes to charitable efforts.?

In the status update, Zuckerberg wrote that the donation was "?in order to lay the foundation for new projects" and that he is "hopeful we'll be able to have as positive an impact in our next set of projects."

Less than 3 percent file income tax return in India | Firstpost

New Delhi: Only 3.5 crore people, or 2.89 percent of the country?s total population of more than 121 crore, file income tax return in India, Finance Minister P. Chidambaram said on Wednesday.

Addressing the 5th meeting of the parliamentary consultative committee attached to his ministry here, Chidambaram said, ?Only 14.6 lakh people have declared their income of Rs.10 lakh and above for tax purposes, which is not realistic.?

He said tax compliance in India has been quite low despite moderate rate of taxation in the country.

?Our peak rate of taxation is 30 percent at present. Therefore, there is lot of scope for better tax compliance and tax collections,? he said.

He emphasised the need for wider use of electronic mode for filing of income tax returns, saying it would help in expediting tax processing and refund.

The finance minister informed the members that in 2011-12, till this time, refund of Rs.70,000 crore was made, which included arrears for the previous years while during the current 2012-13 fiscal refunds to the tune of Rs.57,000 crore have been made.

He said that the target for collection of direct taxes for the current financial year is Rs.5,70,251 crore.

Chidambaram said the focus of the government is on providing a reasonably stable tax regime which is in the interest of tax payers as well as tax collectors.

Tenth Musings: The Biggest Mistake in Social Business Networking


What?s the biggest mistake being made by business social networkers? Failure to put up a good profile picture.

Your picture is the most important part of your personal brand, it?s how people will remember you. Our brains are neurologically wired for faces, it?s the first place we look when we meet someone and the most likely thing to be remembered. The face you present to the business community is how you will be known. Your face is your brand.

Business social networking is branding and marketing, make no mistake about it. If you are going to get in the game, you need to play like you mean it and that means a good profile picture.

What is a good profile picture?

  • A good profile picture shows your face, especially eyes. It has a smile. It is warm, friendly, intelligent. It makes the viewer think to themselves ?this seems like a pleasant and competent person to know/do business with.??
  • A good profile picture is NOT a picture of your cat, a picture of your kid, a picture with you and your significant other, or any picture where you can?t see your face clearly. Save those for Facebook and other non-business applications.?
  • A good profile picture is NOT a glamour shot. Someone should be able to immediately recognize you in person from your profile picture. We aren?t working with dating sites here, this is business. Save the funky angles to make yourself more attractive and cleavage pictures for someplace more appropriate.?

You've?probably just realized that you don?t have a single picture that is good for a business network profile, which means you should get one taken. Depending on your industry, you can opt for either a standard backdrop portrait studio picture or you can go with something a bit more creative and relaxed. My personal opinion leans toward more relaxed and natural rather than stiff and posed. Whichever way you go, the picture should solidly represent who you are and, even more importantly, who you would like to become.

There is an old and wise adage that you should dress for the job you want, not the one you have. Your profile picture should also represent the job you want, not the one you have. That picture is going to create an indelible image in the minds of your business contacts - make sure the picture says what you want it to say.

Money spent on quality pictures from a professional photographer is an investment in your career, just like a good interview outfit.?People will make snap judgments about your character and likability from your profile picture, so make sure it?s a good one.

Dan Gross, president of the Brady Campaign to Prevent Gun Violence, calls on Congress to address gun violence at??A teacher saved his 8-year-old son from the massacre in Newtown, and now Andrei Nikitchyuk has a message for the National Rifle Association: Help make the United States safe for kids again.

"I would offer NRA: Return this country their kids. If they can do it, I would like that very, very much," Nikitchyuk told reporters outside the Capitol after a press conference organized by the Brady Campaign to Prevent Gun Violence. The event was organized to pile pressure on lawmakers to enact new gun restrictions.

On Friday, which started like any other day at Sandy Hook Elementary School, Nikitchyuk's son, Bear, was walking with another child to turn in attendance sheets at the principal's office when the gunfire started. The boy told his father it sounded like someone slamming a door.

A teacher, Abby Clements, pulled the boys into her classroom and barricaded the door. Twenty children and 6 adults weren't so lucky and died in one of the worst mass shootings in U.S. history.

Nikitchyuk, who emigrated from the Soviet Union 22 years ago,? said that he used to think that guns are part of American history and that "our politicians will do whatever they can do keep our children safe."After past mass shootings ? Columbine, Aurora ? "I would avert my eyes."

But now "we all need to speak up," Nikitchyuk said.

Relatives of Americans killed in other mass shootings stood somberly behind him, some nodding their heads or clutching photographs of their slain loved ones.

"It's not a partisan issue, it's an issue of safety of our children," he said. "Let's make it back to the country it was: Safe for kids."

"Friday changed everything," said Brady Campaign President Dan Gross. "It is a tipping point."

Gross echoed President Barack Obama's call for a national conversation about gun control, and insisted that the vast majority of Americans ? including "responsible" gun owners ? agree on the need for new restrictions.

"The only place that this is a contentious political debate is in that building behind us," he said, with a nod at the Capitol.

Obama Gun Policy: President To Press Changes After Shooting, Joe Biden To Spearhead Effort

WASHINGTON (AP) ? President Barack Obama is launching an administration-wide effort to curb gun violence, underscoring the growing political consensus over tightening gun restrictions following the horrific massacre at a Connecticut elementary school.

Obama is tasking Vice President Joe Biden, a longtime gun control advocate, with spearheading the effort. In remarks from the White House on Wednesday, Obama will outline a process for pursuing policy changes following the school shooting, though he is not expected to call for specific measures.

The president has vowed to use "whatever power this office holds" to safeguard the nation's children after Friday's shooting at Sandy Hook Elementary in Newtown, Conn. Twenty children and six adults were killed at the school by a gunman carrying an arsenal of ammunition and a high-powered, military-style rifle.

The White House sees some urgency in formulating a policy response to the shooting, even as Obama and his top aides are consumed with averting the "fiscal cliff" before tax hikes and spending cuts take effect in January. The incident has prompted several congressional gun rights supporters to consider new legislation to control firearms, and there is some fear that their willingness to engage could fade as the shock and sorrow over the Newtown shooting eases.

Many pro-gun lawmakers also have called for a greater focus on mental health issues and the impact of violent entertainment. Obama also prefers a holistic approach, with aides saying stricter gun laws alone are not the answer.

"It's a complex problem that requires more than one solution," White House spokesman Jay Carney said Tuesday. "It calls for not only re-examining our gun laws and how well we enforce them, but also for engaging mental health professionals, law enforcement officials, educators, parents and communities to find those solutions."

Still, much of the immediate focus after the shooting is on gun control, an issue that has been dormant in Washington for years. Obama expended little political capital on gun issues during his first term, despite several mass shootings, including a movie theater attack in Aurora, Colo., in the midst of this year's presidential campaign.

The White House has begun to signal that Obama may be more proactive on gun issues following the murders of the elementary school youngsters, ages 6 and 7.

Carney said Obama was "actively supportive" of legislation to reinstate a ban on assault-style weapons that expired in 2004. The president long has supported a ban, but exerted little effort to get it passed during his first term. Obama also would support closing a gun show loophole allowing people to buy arms from private dealers without background checks and would be interested in legislation limiting high-capacity ammunition magazines, Carney said.

The policy process Obama was announcing Wednesday was expected to include input from the departments of Justice, Education, and Health and Human Services. The heads of those agencies met with Obama at the White House on Monday.

Israel approves controversial settlement buildings

The Palestinian Authority has spoken out against the decision to give the go-ahead for the building of 1,500 homes for Jewish settlers in East Jerusalem.

The Israeli government has approved plans for construction work to begin in the ultra-Orthodox neighbourhood of Rabat Shlomo, in reaction to the Palestinians gaining non-member observer state at the United Nations on November, 29.

?These Israeli decisions are illegitimate. We will stand against them and we will stay on our Palestinian land. These Israeli decisions will only take us to the International Criminal Court,? said Fatah spokesman Ahmad Assaf.

There has been widespread international opposition to Israel?s plans to build 3,000 homes on land in the West Bank known as E1.

Jewish settlements are considered illegal under international law, but Israel disputes this.

Samsung drops attempt to ban Apple sales in Europe

STOCKHOLM (Reuters) - Korea's Samsung Electronics on Tuesday said it would drop law suits aimed at banning the sale of Apple Inc. products in Europe just a day after scoring a victory in a battle in the United States with the maker of iPhones.

Samsung and Apple, the world's top two smartphone makers, have been locked in patent disputes in at least 10 countries over the last 18 months since Apple sued Samsung, saying the Korean firm copied its best-selling iPhone and iPad.

On Tuesday, Samsung said it was dropping an attempt to stop the sale of some Apple products in Germany, Britain, France, Italy and the Netherlands, though it did not say it would halt its court battle for compensation.

"Samsung remains committed to licensing our technologies on fair, reasonable and non-discriminatory terms, and we strongly believe it is better when companies compete fairly in the marketplace, rather than in court," the company said in a statement.

A spokesman for Apple declined to comment on Samsung's decision.

The decision comes a day after a judge rejected Apple Inc's request for a ban on the sale of Samsung Electronics' smartphones in the United States.

In August, Apple was awarded $1.05 billion in damages after a U.S. jury found Samsung had copied critical features of the iPhone and iPad. The Samsung products run on the Android operating system, developed by Google.

In January, the European Commission opened an investigation into whether Samsung Electronics has distorted competition in the European mobile device market, breaking EU antitrust rules.

(AP) ? By successfully firing a rocket that put a satellite in space, North Korea let the far-flung buyers of its missiles know that it is still open for business. But Pyongyang will find that customers are hard to come by as old friends drift away and international sanctions lock down its sales.

North Korea's satellite and nuclear programs were masterminded by the late leader Kim Jong Il, who ruled for 17 years under a "military first" policy and died a year ago Monday. An offshoot of the policy was a thriving arms business, including the sale of short and medium-range missiles. The buyers were mostly governments of developing countries ? Myanmar, Iran, Syria, Gulf and African nations ? looking for bargains.

But sustained Western diplomatic pressure and international sanctions imposed since North Korea first conducted a nuclear test in 2006 have cut into its traditional markets in the Middle East. North Korea is also losing business in Myanmar, which has committed to cutting military dealings with Pyongyang as a price for improved relations with the West. Also, there's shrinking demand for the kind of poor quality, Soviet-type weaponry of 1960s and 1970s vintage that Pyongyang produces and that have limited applications on the modern battlefield.

Arms control expert Joshua Pollack said North Korea accounted for more than 40 percent of the approximately 1,200 ballistic missile systems supplied to the developing world between 1987 and 2009, mostly before the mid-1990s. But he said Pyongyang's client base has shrunk since then because of a "sustained pressure campaign by the U.S. to get buyers of North Korea war materiel and technology to stop."

"The main effect of sanctions and interdiction has been to put the heat on buyers, whenever the U.S. and its partners have some leverage over them," said Pollack, but he added that "Iran and Syria don't care about what we think."

North Korea is still believed to have missile cooperation with the two countries. But with the Syrian leadership fighting to survive a civil war, that market might also dry up. And Iran has now surpassed North Korea in missile development. It has already conducted successful space launches and, in addition to having adapted North Korean designs, is creating its own more sophisticated and more militarily useful medium-range missile, said Greg Thielmann of the Arms Control Association, a nongovernment group based in Washington.

For years, North Korea was a leading provider of missile systems, particularly to nations in the Middle East. Its first major client was Iran, during its long war with Iraq. They signed a missile development deal in 1985, and North Korea began mass-producing short-range Scuds, aided by Chinese know-how and using Soviet designs. It then graduated to medium-range missiles with a range of more than 1,000 kilometers (600 miles).

According to the International Institute for Strategic Studies, since the 1980s, North Korea has earned possibly hundreds of millions of dollars by selling at least several hundred short- and medium-range missiles to Egypt, Iran, Libya, Pakistan, Syria, the United Arab Emirates and Yemen.

The launch of the Unha-3 rocket was a handy showcase of North Korea's technical capabilities ? sending a satellite into space uses a similar technology as firing a long-range missile. The three-stage Unha-3 rocket, with a potential range of 8,000-10,000 kilometers (5,000-6,000 miles), succeeded after failures since 1998.

"The rocket launch dispels doubts about North Korea's missile capabilities and redeems the country's reputation among buyers," said Baek Seung-joo, a North Korea specialist at the South Korean state-run Korea Institute for Defense Analyses. "The launch put an end to years of failure and embarrassment."

However, few governments are likely to be in the market for such a long-range missile ? which North Korea remains years away from perfecting.

Pyongyang is likely to continue to try selling shorter-range missiles and Soviet-vintage rockets and guns to customers in Africa, and likely Islamist groups such as Hezbollah and Hamas.

But the screw has tightened since North Korea's last nuclear test in 2009. Its weapons exports have been banned under U.N. Security Council resolutions. The sanctions call on member states to inspect and confiscate suspect cargoes, also including certain luxury goods, and report them to the world body.

The United States is also likely to seek tighter restrictions on the North after the latest launch, although it could face opposition from China, the North's only major ally.

Former British ambassador to North Korea, John Everard, who until recently served as coordinator of a U.N. panel of experts that reports on the implementation of the sanctions, said that while the North's arms exports haven't stopped, seizures have already caused it considerable financial and reputational damage, particularly when information about their customers becomes public.

But implementation has been patchy. The North goes to great lengths to circumvent controls, typically using neighboring China and other countries en route as transshipment points.

Tracking secret weapons shipments is difficult, but some trends emerge. Recent seizures indicate that North Korea is still shipping missile technology to Syria.

Last month, U.N. diplomats reported that 445 graphite cylinders from North Korea that can be used to produce ballistic missiles were seized in May from a Chinese freighter ship at the South Korean port of Busan on their way to Syria. In October 2007, propellant blocks that could be used to power Scud missile were seized from a ship heading to Syria, according to a report by the U.N. expert panel, released this June.

Iran and North Korea have shared missile technology, but it's less clear what the current state of their cooperation is, said a senior State Department official, speaking on condition of anonymity to discuss diplomatically sensitive, counter-proliferation issues.

In December 2009, Thailand intercepted a charter jet from Pyongyang carrying 35 tons of conventional weapons including surface-to-air missiles that Thai authorities reported were headed for Iran ? apparently for the use of a proxy militant group. The White House recently remarked on how Thailand had interdicted a North Korean weapons shipment bound for Hamas.

The U.S. official said North Korea is seeking buyers for its cheap weapons in Africa. In recent years, there have been seizures of shipments heading to countries including Eritrea, Republic of Congo and Burundi.

But combined with its shrinking markets in the Middle East, Myanmar's promise to end its military trade could badly hit North Korea's pocket book.

Myanmar's former ruling junta entered into commercial contracts with North Korea, most notably after a high-level military delegation visited Pyongyang in late 2008. According to the U.S., one agreement was for North Korea to assist Myanmar in building medium-range, liquid-fueled ballistic missiles.

In recent months, the United States has credited Myanmar with "positive steps" toward severing those military ties as the newly elected civilian government courts better relations and investment from the West.

But the U.S. official said Myanmar is not yet in compliance with U.N. Security Council resolutions, as North Korea still seeks to ship goods to Myanmar to fulfill the contracts.

Merkel sets limits on euro zone risk-sharing

BRUSSELS (Reuters) - European leaders agreed on Friday to press on with further steps to tackle their debt crisis but German Chancellor Angela Merkel threw out a proposal to boost risk-sharing with a fund to help euro zone states in trouble.

Germany's rejection of an idea strongly backed by France showed the potential for more tensions over crisis management, a day after the bloc clinched a deal on euro zone-wide banking supervision and approved long-delayed aid to Greece.

After more than eight hours of late-night talks, leaders promised to push ahead with setting up a mechanism to wind down problem banks and launched talks on how to make countries stick to economic targets with the help of a common fund.

But at an early morning news conference, Merkel made clear that proposals for a substantial "shock absorber" fund and common unemployment insurance were off the table, setting out a far more restrained carrot-and-stick vision.

"We are talking about support linked to improvements in competitiveness." Merkel told reporters of the fund envisaged.

"We are talking about a very limited budget. Not three digit billions, rather 10 or 15 or 20 billion euros."

European Council President, backed by France and other countries, proposed in the run-up to the summit establishing a more ambitious "fiscal capacity" for the euro zone that could form the basis for common debt issuance -- an idea seen with great skepticism in Berlin.

French President Francois Hollande insisted the aim of closer fiscal integration would still be to bolster growth and jobs as well to encourage reform.

However he distanced himself from the idea of a large euro zone standby budget to tackle one-off economic shocks.

"I prefer to talk about a solidarity mechanism," he told a news conference, adding that leaders had charged EU President Herman van Rompuy with setting out the details next year.

With officials concerned about complacency creeping into decision-making now that financial markets have calmed and the crisis seems less acute, leaders appeared intent on showing that they are not relaxing.

That said, German elections late next year and France's reluctance to consider any EU treaty changes needing an awkward referendum before European Parliament elections in 2014 are already putting a brake on the pace of decision-making and limited the summit to verbal commitments rather than decisions.

"CASSANDRAS"

The two-day summit, the sixth and last of 2012, had been intended as a detailed discussion on how best to overhaul economic and monetary union and correct the problems that have fuelled three years of debt crisis.

The meeting was held just hours after EU finance ministers achieved a significant breakthrough in negotiations over a 'banking union' by agreeing that the European Central Bank would be made the chief supervisor of euro zone banks.

That decision, and another by euro zone ministers to release up to 50 billion euros in new aid to Greece, marked two positive developments after a long year of crisis-management and took some of the pressure off leaders to make major strides.

ECB President Mario Draghi hailed the deal on banking supervision, the first stage towards a banking union with more pooled sovereignty, as an important step towards a stable economic and monetary union.

Under the deal, officials said the ECB would regulate some 150 to 200 banks directly - all major cross-border lenders and state aided institutions - with the power to delve into all 6,000 banks in case of problems.

Olli Rehn, the EU commissioner for economic and monetary affairs, said "Cassandras" who had predicted disaster for the euro and a Greek exit had been proven wrong.

But a series of major hurdles remain. The next stages of banking union - creating a resolution fund for winding up troubled banks and coordinating deposit guarantees to protect savers - may be fought over even harder. And then there will be political and financial obstacles to negotiate through the year.

Much of southern Europe faces another year of grinding recession with record unemployment and deepening poverty that will tear at the fabric of wounded societies and may push governments' efforts to reduce deficits further off course.

With Silvio Berlusconi vowing to contest an Italian election early next year, a full bailout of Spain still on the cards and a German election in September casting a long shadow, 2013 promises to be the EU's fourth turbulent year in a row, even without counting ongoing risks from bailout victims Greece, Ireland and Portugal.

Italy is a particular concern if the next government rows back on any of the economic reforms put in place by technocrat Prime Minister Mario Monti, whose time in office has helped stabilize financial markets and stave off the crisis.

"What Mario Monti and his government have done in the past months has contributed strongly to a rise in confidence in Italy," Merkel said.

Head-mounted cameras could help robots understand social interactions

Dec. 13, 2012 ? What is everyone looking at? It's a common question in social settings because the answer identifies something of interest, or helps delineate social groupings. Those insights someday will be essential for robots designed to interact with humans, so researchers at Carnegie Mellon University's Robotics Institute have developed a method for detecting where people's gazes intersect.

The researchers tested the method using groups of people with head-mounted video cameras. By noting where their gazes converged in three-dimensional space, the researchers could determine if they were listening to a single speaker, interacting as a group, or even following the bouncing ball in a ping-pong game.

The system thus uses crowdsourcing to provide subjective information about social groups that would otherwise be difficult or impossible for a robot to ascertain.

The researchers' algorithm for determining "social saliency" could ultimately be used to evaluate a variety of social cues, such as the expressions on people's faces or body movements, or data from other types of visual or audio sensors.

"This really is just a first step toward analyzing the social signals of people," said Hyun Soo Park, a Ph.D. student in mechanical engineering, who worked on the project with Yaser Sheikh, assistant research professor of robotics, and Eakta Jain of Texas Instruments, who was awarded a Ph.D. in robotics last spring. "In the future, robots will need to interact organically with people and to do so they must understand their social environment, not just their physical environment."

Though head-mounted cameras are still unusual, police officers, soldiers, search-and-rescue personnel and even surgeons are among those who have begun to wear body-mounted cameras. Head-mounted systems, such as those integrated into eyeglass frames, are poised to become more common. Even if person-mounted cameras don't become ubiquitous, Sheikh noted that these cameras someday might be used routinely by people who work in cooperative teams with robots.

The technique was tested in three real-world settings: a meeting involving two work groups; a musical performance; and a party in which participants played pool and ping-pong and chatted in small groups.

The head-mounted cameras provided precise data about what people were looking at in social settings. The algorithm developed by the research team was able to automatically estimate the number and 3D position of "gaze concurrences" -- positions where the gazes of multiple people intersected.

But the researchers were surprised by the level of detail they were able to detect. In the party setting, for instance, the algorithm didn't just indicate that people were looking at the ping-pong table; the gaze concurrence video actually shows the flight of the ball as it bounces and is batted back and forth.

That finding suggests another possible application for monitoring gaze concurrence: player-level views of ball games. Park said if basketball players all wore head-mounted cameras, for instance, it might be possible to reconstruct the game, not from the point of view of a single player, but from a collective view of the players as they all keep their eyes on the ball.

Another potential use is the study of social behavior, such as group dynamics and gender interactions, and research into behavioral disorders, such as autism.
