These hemophilic arachnids don't just help themselves to your vital fluids, they are also host to nearly a dozen human pathogens including Lyme disease, which afflicted more than 24,000 people in 2011 alone, and the Spotted Rocky Mountain Fever that claimed the life of a six year old North Carolina girl earlier this year. Lucky for us, ticks are pretty stupid. They'll hop aboard anything that so much as looks and smells like a suitable host?even if it's coated in pesticide. It's this overzealous nature that Virginia Military Institute engineers hope to exploit with their ingenious new tick-hunting rover.

Tunisia's biggest union tells Islamist-led government to quit

TUNIS (Reuters) - Tunisia's largest labor union called on Tuesday for the dissolution of the Islamist-led government and the interior minister offered to resign as a political crisis deepened.

Softening its rejection of demands for the government's departure, the Islamist Ennahda party said it was ready for a new government, but opposed any move to disband an elected body that has almost completed work on a new draft constitution.

"We are open to all proposals to reach an agreement, including a salvation or unity government," Ennahda official Ameur Larayedh told Reuters. "But we will not accept dissolving the Constituent Assembly. This is a red line."

Protests against the moderate Islamist Ennahda party surged after last week's killing of a leftist politician, the second to be slain in six months, disrupting a tense political transition that began when Tunisians toppled an autocratic leader in 2011.

While politicians feud, the army is struggling to contain Islamist militants, who killed eight soldiers on Monday in a mountainous region near the Algerian border in one of the bloodiest attacks on Tunisian troops in decades.

The powerful Tunisian General Labor Union (UGTT), which has about 600,000 members in the public and private sectors, said a technocratic government should replace the one led by Ennahda.

"We consider this government incapable of continuing its work," Hussein Abbassi, head of the UGTT, said in a statement.

While endorsing demands for the government to fall, the UGTT has also opposed dissolving the assembly - a measure which would throw Tunisia's fragile transition process into limbo.

COALITION IN DISARRAY

"We propose maintaining the Constituent Assembly but ... with a time-frame to speed up completion of its work," said Abbassi, general secretary of the UGTT, which brought much of the country to a halt with a one-day strike on Friday.

The secular opposition, energized by the overthrow of Egypt's freely elected Islamist president this month, has stepped up pressure on the Ennahda-led government to quit.

Some opposition leaders were dissatisfied with Ennahda's offer to form a new government but keep the Assembly in place.

"The street wants to dissolve the Constituent Assembly, which is already dying politically and ethically. Its legitimacy is over," said Mongi Rahoui, a leader in the Popular Front.

Opposition leaders criticize the Assembly for far exceeding the one-year deadline it set in December 2011 to complete its tasks, which include drafting a constitution.

Rahoui also said Ennahda must relinquish the post of prime minister in any deal on a new government.

The ruling coalition headed by Prime Minister Ali Larayedh has begun to fray in the last few days as political turmoil and street unrest grip the North African nation of 11 million.

Interior Minister Lotfi Ben Jeddou, a judge and political independent from the al-Qasreen area near where the troops were ambushed by militants, said he was keen to stand down.

"I am ready to resign," he told the local Mosaique radio station. "A salvation government or national unity government must be formed to get Tunisia out of this bottleneck."

On Monday, the secular Ettakatol party threatened to withdraw from the ruling coalition unless a unity government was formed to defuse widespread and often violent protests.

Ennahda, which won elections after President Zine al-Abidine Ben Ali was overthrown in the first of a series of Arab uprisings, has resisted demands to give up power.

The opposition, angered by the assassination of leftist leaders Chokri Belaid in February and Mohamed Brahmi on Thursday, has rejected several concessions and power-sharing proposals from the Ennahda-led coalition in the last few days.

ADP: Private employers add 200,000 jobs this month

WASHINGTON?A private survey shows U.S. businesses created a healthy 200,000 jobs this month.

The payroll company ADP said Wednesday that companies hired in July at the fastest pace since December. And it revised up its estimate of the number of jobs the private sector created in June from 188,000 to 198,000.

Professional and businesses services companies added 49,000 jobs this month, construction companies 22,000. But manufacturers shed 5,000.

Small businesses?those with fewer than 50 employees?added 82,000 jobs.

"Job growth is consistently good?solid across industries," said Mark Zandi, chief economist with Moody's Analytics, which compiled the jobs report for ADP.

The healthy hiring suggests that the economy is handling tax cuts that took effect in January and federal spending cuts that began in March "more gracefully than I expected," Zandi said.

He noted that the drop in manufacturing jobs probably reflected cuts by defense contractors pinched by a tighter federal budget. A weak global economy has also hurt U.S. exporters.

The ADP report is derived from payroll data and tracks private employment. It does not report government hiring.

ADP's survey has diverged at times from the U.S. Labor Department's more comprehensive monthly jobs report. The department's employment report for July will be released Friday. It's expected to show that the economy added 183,000 jobs in July after adding 195,000 in June, according to a survey of economists by FactSet.

"The picture for the US labor market seems to have improved in the past couple of months or so," Annalisa Piazza, an economist at Newedge Strategy, said in a research note.

Zandi cautioned that recent job growth has come disproportionately in lower-paying businesses such as retailers, hotels and restaurants.

Under-fire Mexico coach De la Torre keeps job

MEXICO CITY (Reuters) - Mexico coach Jose Manuel de la Torre, under fire after a run of poor results, clung on to his job on Monday and was charged with seeing his misfiring team through to next year's World Cup finals in Brazil.

De la Torre, whose team failed to defend the CONCACAF Gold Cup in the United States, would have his position reviewed again after the qualifiers, Justino Compean, president of the Mexican Football Federation, told a news conference.

Mexico had won the last two Gold Cup tournaments but were upset twice by Panama in their opening group match and in their semi-final last week.

"We don't justify the situation but there is still support for the present (coaching) administration," Compean said.

"There were voices who didn't agree ... I still believe (De la Torre's staff) is the best we have to take us to Brazil 2014.

"I asked (the board) for trust in the administration headed by Chepo (De la Torre), who has to recognize his mistakes."

Mexico also had a disappointing Confederations Cup in Brazil in June and have suffered from a chronic shortage of goals.

Expected to reach Brazil with ease, they are struggling in third place in the six-nation final qualifying group with eight points, scoring only three goals in their one win and five draws.

They meet fourth-placed Honduras in Mexico City on September 6 with a warm-up scheduled for August 14 against Ivory Coast.

The teams finishing in the top three places in the group will automatically qualify for the finals. The fourth goes into a playoff against Oceania winners New Zealand.

Researchers find video conference job interviews bad for companies and candidates

Hamilton, ON, July 29, 2013 Job applicants interviewed through video conferencing come across as less likeable, a new study from the DeGroote School of Business at McMaster University has found.

The study, conducted by Greg Sears and Haiyan Zhang when they were PhD students at DeGroote, shows that using video conferencing for job interviews disadvantages both employers and candidates.

With use of video conferencing growingin recent surveys 50% up to 65% of employers have reported using the technology for job interviewsthe DeGroote study raises cautions about widespread use of video conferencing in recruitment.

In simulated job interviews, candidates who were interviewed by video-conferencing were rated lower by interviewers and were less likely to be recommended for hiring. On the other side of the webcam, candidates also rated their interviewers as less attractive, personable, trustworthy and competent.

"Increasingly, video technology is being used in employment interviewing because companies feel it provides convenience and cost savings. Despite their growing use, our study shows that video conference interviews are not equivalent to face-to-face interviews," explains Sears, now an associate professor at the Sprott School of Business.

Accurate assessments of candidates and positive evaluations of interviewers are essential as organizations compete for talent. Candidates who evaluate their interviewers more positively are more likely to accept a job offer.

Study co-author Willi Wiesner, associate professor of human resources at DeGroote, says, "These findings suggest that using video conferencing can adversely affect both applicant reactions and interviewer judgments. Video conferencing places technological barriers between applicants and interviewers. Employers and applicants should work to reduce the barriers that arise through video conferencing and improve the interpersonal aspects of the interview process."

The researchers recommend that video conferencing be used only for preliminary screening interviews. Final selection of candidates should be conducted through face-to-face interviews.

The study is published in the journal Management Decision. The research was funded by the Social Sciences & Humanities Research Council (SSHRC).

10 tips for using video conferencing for job interviews

  1. Use the same interview approach on all candidates who are competing for the same job. Don't interview some by video and some in person. Candidates might first be interviewed using video technology, with successful candidates invited for on-site face-to-face interviews.
  2. Both interviewers and applicants should use the best equipment and internet connections they can afford to lessen delays or technical limitations which can lead to conversations becoming less fluid or interactive.
  3. Body language is important, but facial expressions are most important. Ensure that cameras are positioned close enough to catch facial expressions of both the interviewer and the candidate.
  4. Because people are looking at the image of the other individual on the screen and not the webcams mounted at the top of their screens participants report a lack of eye contact in VC interviews. Place the webcam as close to eye level as possible.
  5. The lack of physical proximity, signal compression, and participants' nervousness in communicating via technology tend to make for stilted, flat communication. Just as screen actors need to be particularly expressive with their faces and voices in order to convey feelings or emotions on camera, interviewers and applicants should be more expressive than usual. Practice nodding more noticeably, smiling more broadly, making greater use of hand gestures, varying vocal pitch, tonality and emphasis.
  6. Given the added novelty and nervousness that may occur from a VC interview, preparation is key. Practice with readily available technology, such as Skype or FaceTime. Conduct "mock interviews" with friends and family.
  7. To make a good impression on a candidate, interviewers should take extra time at the start of the interview to outline the process and engage in small-talk to allow the applicant to get comfortable with the technology.
  8. Add a more personal touch to the selection process. Provide candidates with an informational video showing existing employees and their work/non-work activities. Allow candidates to speak directly with employees about their experience at the company.
  9. Have a notetaker, so that the interviewer does not further distance him or herself from the applicant by constantly looking down.
  10. Reserve video conferencing for preliminary screening interviews. Final selection is still a job for face-to-face interviews.

Can NBA players fix sports?

In an effort to lift itself from the dysfunction and ineffectiveness of the Billy Hunter-Derek Fisher regime, the NBA players association has spent the past month identifying four candidates to succeed Hunter as executive director.

Led by 18-year veteran Jerry Stackhouse, the NBPA has narrowed its options to former NBA coach and league executive Stu Jackson, Pistons legend and former NBA coach Isiah Thomas, former Madison Square Garden executive Steve Mills and Charlotte Bobcats president Fred Whitfield, FOXSports.com has learned. Sports attorney David Cornwell is said to be a longshot candidate.

?I?m totally denying we are down to those four prospects,? Stackhouse told me Sunday afternoon. ?Those are just four well-known guys, guys who know our business, guys who have ideas we wanted to hear from. They are not the only guys we want the search firm to vet. I haven?t even had a chance to talk with Fred Whitfield yet. I was planning to do that on Monday.?

Stackhouse said the timetable for the union to name an executive director is between Christmas and NBA All-Star Weekend. He said the union needed to first clean up its bylaws and structure.

?Our long-term deadline is to have our guy in place around the same time as when Adam (Silver) replaces David Stern,? Stackhouse said. ?We want our guy in place to begin the process of forging a relationship with Adam.?

Mills, who runs a financial planning company for athletes and entertainers, has been considered the front-runner ever since Hunter was ousted in February. Like Stu Jackson, Mills has a strong rapport with deputy commissioner Adam Silver, who will replace David Stern as commissioner midway through the upcoming season.

Regardless of who gets the job, it?s clear the NBA and the NBPA want to usher in a spirit of cooperation and shared goals that were missing during the Stern-Hunter era. Stern and Hunter feuded. Hunter fell into the media-laid trap of believing his only job was to engage Stern in a racially tinged war over the collective bargaining agreement.

Silver and the new executive director will likely embrace the Gene Upshaw-Paul Tagliabue-NFL model. Upshaw, a Hall of Fame player, was ridiculed by misguided members of the media because he worked with Tagliabue and Pete Rozelle on growing the league rather than focusing solely on the players? percentage of revenue. A smaller percentage of a bigger pie can be significantly more profitable than a bigger percentage of a smaller pie.

My point in bringing all this up is there is a terrific opportunity for the NBPA?s next executive director. He will be provided the chance to influence the direction of basketball in a way Hunter was not.

In fact, the new executive director should seek the position with the clear goal of being a transformative figure in the world of sports. As I have argued in previous columns, the NBA should set its sights on catching the NFL in terms of relevancy and popularity.

Basketball is the sports world?s No. 1 underachiever. Everyone ? male and female, short and tall, fat and skinny ? plays and understands the game. The temptation to use performance-enhancing drugs isn?t as pervasive (baseball) and it's not as rife with injury risks (football). And the game is blessed with sports? most charismatic and interesting stars.

What basketball ? not just the NBA ? has lacked is leadership and synergy. The new executive director will be assuming power at the perfect time. All signs point to the NCAA instituting radical change. The commissioners of the power conferences are demanding change. The public is demanding change. Sports Illustrated?s Pete Thamel wrote a story last week suggesting ?seismic? change within the NCAA.

Football and men?s basketball are driving this movement. The NBA and NFL players? unions should play large roles in how young football and basketball players are governed and developed before they reach the professional ranks.

Billy Hunter?s lack of vision always frustrated me. He never recognized the power of his position or he never had the energy to galvanize the necessary support to wield the power that was within his reach.

It?s my hope that the next NBPA executive director seizes that power and uses it to improve basketball and the entire system that shepherds a 13-year-old prospect into the professional ranks. If he does that, the new executive director could be an important figure beyond the world of sports.

In the aftermath of the George Zimmerman verdict, there is a debate raging around racial profiling, black criminality and who bears responsibility for addressing these issues. The topic is being exploited by the talk-show crowd on both sides of the political aisle.

Throughout this country?s history, sports have played a crucial role in bringing us all together, helping us understand each other and find common ground. Keep in mind, Jackie Robinson and Branch Rickey were nearly two decades ahead of the civil-rights movement. Robinson?s success with the Brooklyn Dodgers inspired the civil-rights movement.

The NBPA, with its black leadership and primarily black membership, can inspire a new movement. As black people, we don?t do enough to control our own destiny. For a multitude of reasons, including mass incarceration, we don?t do a good enough job taking responsibility for molding and leading our young people along the right path.

Football and basketball, sports reliant on the talent of young black men, are driving the collegiate power structure ? the commissioners of the five power conferences ? to reshape the way the NCAA conducts business. Decisions are being made about young football and basketball players and there will be no significant black voices influencing those decisions.

I don?t blame white people for that. I blame us. I blame Billy Hunter and DeMaurice Smith. I blame LeBron James, Kobe Bryant, Ray Lewis, Charles Woodson, Kevin Durant, Adrian Peterson, Ndamukong Suh and all the other professional black athletes who don?t think it?s their responsibility to play an active role in how their games are governed.

By dangling the possibility of returning 19-, 20- and 21-year-olds to college basketball, the NBPA could dictate the terms of NCAA reform, and those reforms could very well include compensation for those athletes and year-round academies for teenage prospects.

After winning his second NBA title, LeBron James answered his critics by explaining that the deck was stacked against him at birth and statistics showed that someone from his background should be dead, in jail or trapped in poverty.

In my opinion, it?s LeBron?s responsibility to do what he can to make it easier for other kids ? particularly athletes ? born into a similar situation to find the path to a better life. One of the best things he could do is force the NBA and the NCAA to involve themselves with the development of promising athletes at age 12 or 13.

Kids are pledging allegiance to gangs at that age. Why not bait them into pledging allegiance to an academic-based athletic culture/academy at that age? Only a handful of them may make it to the NBA, but they will all benefit from the experience and the overall game of basketball will benefit, too.

The new executive director of the NBPA will be staring at a historic opportunity. I hope he?s not just another puppet looking to collect a fat paycheck.

Fox Sports 1's Football Coverage Will Now Feature Bears Legend Brian Urlacher

Fox Sports 1 just added another big name to their budding list of sports stars and personalities, as Brian Urlacher is reportedly set to join the new network this upcoming season.?

The Big Lead first reported on the negotiations taking place between the sports network and the Bears star who retired back in May.?

That report has been updated to state that the deal is done. Urlacher will now join the network that goes live on August 17.

While still early in the process, the report states that Urlacher will feature on?Fox Football Daily, which will complement the network's long-running Fox NFL Sunday pregame show.?

But, most of us haven?t had a chance to savour Ramzan flavours from the Middle East. We then warmed up to the feast with a variety of salads or cold mezzeh. Out of which, the Waraq enab (vine leaf rolls with tomato, onion, lemon, parsley and rice), the Muhammara salad (bread, walnut, chilli paste, olive oil) and the Samboussek (deep-fried minced meat pastries) are must-haves.

From the main course section, you can order the mixed grill ? a selection of lamb and chicken kebabs served on thin bread ? with your eyes closed. For those with a sweet tooth, the Baklava, the Mohalabeh (milk pudding, rose water, coconut, pistachio) and the chocolate mohalabeh are simply delightful.?So, go on and indulge. You still have time.

BREVARD COUNTY, Fla. ? A veteran Brevard County sheriff?s deputy is now facing a reprimand for his handling of the George Zimmerman and Trayvon Martin controversy.

Corporal Chris Wood told his supervisors he was trying to send a message about keeping professional and personal opinions separate in the workplace when he brought an Arizona ice tea and a bag of Skittles to the Brevard County Jail on Saturday morning.

He told supervisors he was trying to send a message about professionalism, but the message was lost in translation.

In 10 years with the Sheriff?s Office, Wood has never had any disciplinary action taken against him until the incident.

Brevard County Sheriff Wayne Ivey said Wood made a bad choice and has otherwise been a stellar employee.

Those two items were focal points in the trial of Zimmerman, who was recently acquitted of the murder of 17-year-old Martin.

?His delivery of that message was completely insensitive to not only the people in the room, and the things that were going on in our community, and our society, at that point, and that?s what stimulated us looking at it,? Ivey said.

Verizon?s massive iPhone sales hint at an Apple earnings surprise next week

iPhone sales jumped dramatically at Verizon. And Morgan Stanley analyst Katy Huberty recently upped her forecast of the number of phones Apple is selling this quarter.

Are we in for some surprises with Apple earnings next week?

Verizon?s results, released today, reveal that 3.8 million of its 7.5 million new smartphone activations this past quarter were iPhones. That?s 51 percent of all new smartphone activations, and the 3.8 million iPhones is a 41 percent increase from the 2.7 million iPhones Verizon activated in the year-ago quarter.

That?s impressive.

mcor-3d-printed-iphone?Either Verizon is doing much better than other carriers this quarter or our iPhone estimates are conservative,? Apple analyst Brian White of Topeka Capital Markets said in a research note this morning. ?Over the past seven quarters, Verizon has accounted for approximately 11% of Apple?s total iPhone shipments and 10% in 2QCY12. Based on our current iPhone estimates, Verizon would account for approximately 13.6% of iPhone sales in 2QCY13.?

Put that together with Katy Huberty?s comments yesterday, in which she said that Apple would report shipments of between 29 to 32 million iPhones next week, up from consensus estimates of 26.5 million, and it looks like the consensus estimates might indeed be conservative.

So we may see a quarterly earnings surprise on Thursday next week, as Apple reveals its Q3 2013 numbers

One caveat White is careful to add:

?Although we never try to rely too much on iPhone activations from a single carrier or emphasize a single data point too much, the Verizon print appears to be positive.?

The core question is whether it?s just Verizon seeing these high numbers, or other carriers, too; and whether Apple can translate its domestic success, where recent numbers have iPhone growing faster than Android,?to international markets, which are overwhelmingly Android.

For that, of course, a cheaper iPhone would come in handy?? even if it?s not in Apple?s religion.

The markets have responded to Verizon?s news already, with Apple stock up about $3 in the morning so far.

UnitedHealth second-quarter profit rises, beats expectations

(Reuters) - UnitedHealth Group Inc on Thursday reported a bigger-than-expected rise in second-quarter net income as it enrolled more people in private and government-paid health insurance plans and sold more health technology systems.

UnitedHealth reported net income of $1.44 billion, or $1.40 per share, compared with $1.34 billion, or $1.27 per share, a year earlier.

Analysts on average had expected earnings of $1.25 per share, according to Thomson Reuters I/B/E/S.

Revenue rose to $30.4 billion. Analysts had expected $30.5 billion.

The quarterly results come as the company, the largest U.S. health insurer and the first to report earnings for the period, prepares for more changes stemming from President Barack Obama's healthcare law, the Affordable Care Act.

Next year, the government will expand the Medicaid program for the poor in many states, and state-based health exchanges will start selling subsidized insurance to individuals. About 7 million people are expected to sign up for insurance next year.

UnitedHealth raised the low end of its 2013 outlook by 10 cents a share to $5.35 while keeping the high end at $5.50. Analysts had forecast $5.44.

While this quarter was strong, the forecast likely reflects pressure on profitability in insurance plans like private Medicare that are paid for by the government, which is cutting how much its pays for healthcare services, one analyst said.

"Changes in margin mix in the business, likely the (Medicare Advantage) and TriCare (military) segments, suggest that margin pressures still abound," CRT Capital analyst Sheryl Skolnick said in a research note.

UnitedHealth said the number of people enrolled in its insurance plans, including through small businesses, large corporations, the military, Medicare for the elderly, and Medicaid, was 89.2 million at the end of June, up from 86 million at the end of March.

The company said it had spent 81.5 percent of its premiums on medical claims during the quarter, an increase of 20 basis points from a year earlier.

The health reform law, known as Obamacare, sets targets for this ratio. It has also required many insurance plans to include more free preventative services.

Even so, insurers have benefited from Americans' reduced use of medical services over the past several years, a trend Skolnick said appeared to have continued this quarter.

Operating earnings were flat in the company's insurance business and increased in the Optum health technology unit, the UnitedHealth said.

DETROIT -- Detroit, cradle of the U.S. auto industry, became the most populous American city to file for bankruptcy, seeking court protection from creditors while it tries to eliminate a budget deficit and cut long-term debt.

"I authorize this necessary step as a last resort to return this great city to financial and civic health for its residents and taxpayers," Michigan Governor Rick Snyder, a Republican, said in a letter Thursday authorizing Kevyn Orr, the city's emergency manager, to file the petition.

Michigan's largest city has seen its population decline to 707,000, down 7 percent since 2010, according to U.S. Census data. Median household income was less than $28,000, compared with $49,000 statewide, and more than 36 percent of residents lived in poverty as of 2011, Census data show. The median home value of $71,000 was barely half the $137,000 value statewide.

The city listed assets and debt of more than $1 billion in a Chapter 9 petition filed today in court in Detroit. Chapter 9 of the U.S. Bankruptcy Code is reserved for municipalities and differs from the rules used by bankrupt companies in Chapter 11.

Orr warned in May that the city might run out of cash. His proposal to restructure more than $17 billion in debt and long-term obligations includes cutting pension payments for public employees, ending cost-of-living increases, removing some workers from the system and making the rest pay more.

"Significant restructuring"

"Without a significant restructuring of its debt, the city will be unable to break the cycle of damaging cutbacks in essential municipal services and investments," Orr said in a report.

William Nowling, spokesman for Orr, didn't immediately respond to requests for comment on the filing.

A state court judge today temporarily barred Snyder and Orr from taking any action that would allow cuts in pension benefits for city retirees, while allowing the bankruptcy to proceed. The pension funds sued Wednesday to stop the filing.

Detroit joins Jefferson County, Ala., and the California cities of San Bernardino and Stockton in bankruptcy.

The move was inevitable, said Steven Rattner, a New York financier who headed President Barack Obama's auto-industry task force in 2009 that put the predecessors of General Motors and Chrysler Group into bankruptcy reorganizations.

"It's analogous to the auto companies, in that you have too many stakeholders whose claims are too underwater to have realistically ever worked this out without some kind of bankruptcy," Rattner said in an interview. "I felt the same way about the auto companies as I did about Detroit from the first moment -- bankruptcy was the only option. Unfortunately, I think it was always inevitable."

GM and Chrysler each emerged from Chapter 11 reorganizations in about six weeks and have since developed popular new models and returned to profitability. Detroit won't be as easy to fix, Rattner said.

Much messier

"This will be much messier than the auto companies," he said. "This will go on for a long time."

"You're going to have much bigger haircuts for the workers and that's going to mean much more pain than the workers for the auto companies were asked to bear," Rattner said.

Years of job losses at U.S. automakers intensified a decline that began in the 1950s, when white homeowners began moving to the suburbs, Scott Martelle, author of "Detroit: A Biography," said in an e-mail before the filing.

"As the tax base eroded, basic city services eroded, too," he said. Detroit today "is too big geographically -- 140 square miles -- for its dwindling and impoverished tax base to support."

Detroit was once synonymous with U.S. manufacturing prowess. Its automotive giants switched production to planes, tanks and munitions during World War Two, earning the city the nickname of "Arsenal of Democracy."

GM, which has emerged from bankruptcy a healthier company with less debt and fewer brands, said it is hopeful Detroit can rebuild itself into a stronger city.

Proud home

The company, in a statement after the city's filing, said it does not expect the city's bankruptcy to impact its operations or business outlook.

"GM is proud to call Detroit home and today's bankruptcy declaration is a day that we and others hoped would not come," the automaker said. "We believe, however, that today also can mark a clean start for the city."

GM employs nearly 3,000 people in the city, mostly at its headquarters in the Renaissance Center downtown. It also has more than 1,000 employees at its Detroit-Hamtramck assembly plant, which borders both Detroit and Hamtramck.

Chrysler employs more than 5,800 workers in the city.

The bulk of the company's Detroit work force staffs the company's Jefferson North assembly plant, home of the Jeep Grand Cherokee and Dodge Durango SUVs, on the city's east side.

Chrysler also employs about 75 employees at Chrysler House in downtown Detroit.

"We not only continue to invest in the city and its residents by adding to our presence in Detroit, we also are committed to playing a positive role in its revitalization," Chrysler said in a statement.

Ford Motor Co., based in nearby Dearborn, Mich., said it hopes Detroit's bankruptcy will help reinvent the community.

"The city has a difficult job ahead, and we are optimistic that governmental leaders will be successful in strengthening the community," Ford said in a statement.

Financial crisis

In February, a state report concluded the city was in the midst of a fiscal crisis, a finding required under Michigan law before the city could be eligible to seek court protection from creditors.

Chapter 9 will give Detroit an advantage over companies using Chapter 11 to reorganize. Unlike companies, municipalities don't need to ask the bankruptcy court for permission to pay any bills they ran up before filing for court protection, including wages, utility bills and rents.

That means creditors can't put as much pressure on a city over its spending habits, as sometimes happens in Chapter 11 cases. Chapter 9 creditors also can't offer their own reorganization plan and aren't entitled to form an official committee with legal fees paid by the municipality. Unsecured creditors typically have those rights under Chapter 11, which is used by companies to try to stay in business and reorganize.

Biggest drains

Among the biggest drains on the city's general fund, which pays for police, fire and other basic services, are health benefits paid to 18,500 retired city workers, mostly former police and firefighters, according to Orr's May report. Without changes, the city will pay $163 million for retiree health-care costs in the next fiscal year, which starts July 1, the report found.

The city has been operating under a financial stability agreement with the state. With the state's help, the city issued $130 million in new bonds, part of which was used to pay off short-term debt. To get access to the remaining proceeds, the city was forced to hire a restructuring firm and, in December, the law firm of Miller Canfield Paddock & Stone Plc to help formulate a recovery plan.

Detroit ran short of cash last year and was forced to borrow $92.2 million from other funds, including its solid waste, street and risk management funds. At the end of June, the city also owed its retirement funds $60.5 million, according to the audit.

Detroit's bond ratings were cut deeper into non-investment grade last year by Moody's Investors Service, which cited the possibility of bankruptcy or default within two years.

'Steadily improving' Mandela celebrates 95th birthday

PRETORIA (Reuters) - Anti-apartheid leader Nelson Mandela is "steadily improving", South Africa's government said on Thursday as the former president celebrated his 95th birthday in hospital showered by tributes from around the world.

Thousands of South Africans led the global outpouring of support for the man regarded as the father of the multiracial 'Rainbow Nation" established in 1994 when he was elected its first black president at the end of apartheid.

He has been receiving intensive treatment since June 8 for a recurring lung infection, his fourth stay in hospital in six months.

While many carried out volunteer work on U.N.-declared Nelson Mandela Day, his daughter Zindzi led government workers in singing "Happy Birthday" to the Nobel Peace Prize laureate, one of numerous celebrations across the country.

"His doctors have confirmed that his health is steadily improving," President Jacob Zuma's office said in a statement.

"On behalf of government and all the people of South Africa, we wish Madiba a joyous 95th birthday," it said using Mandela's traditional clan name.

The fragile health of Mandela, who for weeks has been in a critical condition, has served as a reminder of the mortality of the man globally admired as a symbol of struggle against injustice and of racial reconciliation.

Many in South Africa celebrated Mandela Day with 67 minutes of public service to honor the 67 years Mandela served humanity by first fighting against white-minority rule and then consolidating racial harmony when he was president.

His former wife Winnie Madikizela-Mandela called the 95th birthday "a gift to the nation".

"There are some prophets of doom who say the country will come to a standstill (when he dies)," she told Talk Radio 702.

"The country will continue as it has always done. If anything, the country will solidify, come together and carry on."

GLOBAL CELEBRATION

Across South Africa, office workers, students, soldiers and ordinary citizens marked Mandela Day by sprucing up orphanages, painting walls at schools and delivering food to the poor.

The United Nations declared July 18 as Nelson Mandela International Day in 2009 and will celebrate with speeches from figures such as former U.S. President Bill Clinton.

Mandela Day will be marked in nearly 20 U.S. cities with commemorations around Capitol Hill in Washington, DC and by volunteers handing out South African oranges in New York.

"Nelson Mandela is synonymous with the reputation and the good name of this country. He is one of those iconic figures who has come to represent not only what South Africa stands for but what we as a country are trying to contribute to the world," said Miller Matola, chief executive of Brand South Africa.

Mandela's victory in the first multiracial elections in 1994 put an end to the apartheid system. Four years earlier, he was released from 27 years spent in prison under white minority rule, 18 of them at the notorious Robben Island penal colony.

"Tata (our father) is making this remarkable progress and we look forward to having him back home soon," Zindzi said at an event where she received his newly revised government ID card.

Zindzi said the family planned to give Mandela a collage of family photographs for a present and have lunch together at the hospital where their patriarch is being treated.
